Building Permit Costs

The Cost for Building Permits, Trade Permits, SDC’s, Water Meter upgrades, and all other related fees & permits, are all lumped together in building vernacular as “Building Permits”. Depending on the jurisdiction, ADU Building Permits in the Portland area range from about $2,500 to over $25,000.

Permit Process

Permitting a new Home or ADU can be daunting. You must fill out all the forms, communicate back and forth with the city or County, respond to questions, and complete Check Sheets. Our team of experts will complete this process so you can obtain building permits.

Building Permits typically take 8-12 weeks to obtain; however, some jurisdictions also overlay additional reviews, such as land use, Storm Water Facility review, etc. This can result in a time frame of 6 months or more. Please consult with your SCB/SS Representative to see what to expect for your property.

Permitting Services

The cost to hire a Permit Specialist is typically between $2,500 and $5,000. This fee includes reviewing your site, identifying the permits required by the local jurisdiction, acquiring any necessary documentation, and working with relevant departments through the permitting process.

 

NOTE: The cost of hiring a permit technician does not cover the cost of the permits themselves.

 

Your Permit Specialist will prepare & compile a complete permit package for your site. This permit package would typically include the following:

  • Site Plan
  • Building Plans – Architectural
  • Building Plans – Structural
  • Beam Calculations
  • Engineering Calculations
  • Truss Engineering
  • File/forms Preparation

Other Permits, Professional Reports, & Fees That May Be Required.

Depending on your site and jurisdiction, additional permits or reports may be needed to meet your city or county’s requirements. These items each have their own costs.

  • Tree Protection Plan
  • Demolition Permit
  • Zoning & Land Use Review
  • Geotech Report
  • Well Test
  • Environmental Report
  • SDC’s for Parks, Sewer, Water, Transportation, & Schools
  • Storm Water Plan
  • Erosion Control Plan
  • Infiltration Test
  • Civil Engineer
  • Hazardous Material Survey/Abatement Services

Your Permit Technician will compile the additional materials required and provide an estimate for these services and fees. Once the Building Permit is in hand, we can begin construction!

Excavation & Utilities

Excavation & Utility connections are some of the largest expense line items in any home or ADU Building budget. Those tasks include some the following:

  • Demolition
  • Erosion Control
  • Tree Removal
  • Tree Protection Fencing & signage
  • Grubbing of any trees, bushes, & other organic material from the site
  • Building Dig out
  • Building Backfill
  • Rain Drains
  • Drywell, Flow Well, or Storm Water planter construction
  • Sanitary Sewer, or Septic Connection
  • Septic Installation or Upgrades
  • Water Line Connection
  • Gas Line Connection
  • Underground Electrical connection
  • Rock placed & compacted for Building Slabs, patios, & Walks
  • Hauling out of Dirt & Aggregate Materials and Dumping
  • Hauling in Dirt & Aggregate Materials
  • Boring/Drilling of Underground Utilities

Excavation & Utility Costs

One of the first steps we take with you in the ADU Building process is to perform a thorough site analysis at the property with our Construction Manager and Excavation Manager, to evaluate all the site-specific details such as:

  • Location & connection points for:
    • Sewer/septic
    • Water/well
    • Electricity
    • Gas/propane
    • Access for loading/unloading
    • Material stockpile
  • Property lines & setbacks
  • Fences & trees
  • Buildings/other to demolish & haul

Once all the details are determined, the excavation & Utility costs will be estimated for your site.

 

Note: The Cost range for Excavation & Utility work on ADU’s ranges from $35,500 to over $60,000.
